I think this is basically a clone of one I drove almost 20 years ago when I worked at an airport. It had a Chrysler industrial motor and three speed stick.

It was pretty smooth all the way up to its top speed that could best be described as a comfortable stroll. It was definitely noisy though between the pitiful excuse for an exhaust it had and valvetrain chatter.
